It shall be also carried unto Assyria for a present to
king Jareb: Ephraim shall receive shame, and Israel shall be ashamed of his own
counsel.
The calf-god they made would also be carried as a gift to
the king of Assyria. When one
captures the deity of a people, that means, total capitulation of the captives
and a total victory by the aggressors.
Israel shall receive much shame because the very king they went to for
help will be the very king who would bring them into captivity.
The counsel they gave themselves was to walk away from the LORD and to
adopt the ways of the heathen nations which surrounded them.
1 Kings 12:28 (KJV) Whereupon the
king took counsel, and made two calves of gold, and said unto them, It is too
much for you to go up to Jerusalem: behold thy gods, O Israel, which brought
thee up out of the land of Egypt.
They will now cower in shame because of the counsel they obeyed.
Hosea 10:7

As for Samaria, her king is cut off as the foam upon the
water.
Just as foam on the water which is light, empty, and
worthless, so this is comparing the king of Samaria to the foam.
Just as the foam is driven by the water it sits on top of, the king and
all Samaria were driven by their lust for the false gods and religion and ended
them up an entire nation without any substance.
Hosea 10:8

The high places also of Aven, the sin of Israel, shall be
destroyed: the thorn and the thistle shall come up on their altars; and they
shall say to the mountains, Cover us; and to the hills, Fall on us.
The high places of Aven which means idolatry is not just
referring to one specific place but refers to the entire nation of Samaria.
All the high places where they practiced their false religion will be
destroyed and since they will no longer be there to care for their idols, the
land will be covered with thorns and thistles which is a sign of neglect.
No more will there be anyone to tend to the idols and their high places.
Just like on the last day when the Lord Jesus Christ will return to earth
to judge the nations, the people of Israel are saying the same thing because
they want to be spared from the judgment which is coming upon them.
Revelation 6:16 (KJV) And said to
the mountains and rocks, Fall on us, and hide us from the face of him that
sitteth on the throne, and from the wrath of the Lamb:
Hosea 10:9

O Israel, thou hast sinned from the days of Gibeah: there
they stood: the battle in Gibeah against the children of iniquity did not
overtake them.
The depravity of Israel is here compared to what the
Benjamites did in Judges 19 when they abused, killed, and dismembered the
Levite’s concubine.
Judges 19:29 (KJV) And when he was come
into his house, he took a knife, and laid hold on his concubine, and divided
her, together with her bones, into twelve pieces, and sent her into all the
coasts of Israel. There was a
deadly battle which did not reach unto Gibeah at that time.
That is where the similarity ended.
The Assyrians will not stop short of the borders and will completely
overtake Samaria and bring them to their knees.

It is in my desire that I should chastise them; and the
people shall be gathered against them, when they shall bind themselves in their
two furrows.
